Annotation
This publication
presents the views of various Russian researchers from famous
academic institutes - Institute of Europe, Institute of Latin
America, Institute of World
Economy and International Relations and Institute of Economy, as
well as from Moscow State University and Moscow State
Institute of International Relations, on principles of Spanish
regional governmental system and multilateral links between the
regions and the Center. The authors explore historical origins of
the present well-functioning governmental practice, its juridical
base and the new elements introduced by post-Franco governments.
These elements relate not only to the legislature, due to changes in
territorial structure of the country and its turning into the State
of autonomies, but also to the system of inter-budget relations and
utilization of EU structural funds for investment development. These
methods are of obvious interest to our country, trying to find the
most rational and efficient ways of cooperation between the Center
and the Federation subjects. The Spanish experience may well be of
use to Russia, as well as the experience of the EU in its complex
relations with multi-regional countries.
