Annotation
Last decade experience of
administrative reforms in Russia evidently exposed all weak points
of Russian bureaucracy. Excessive administrative centralization,
high level of corruption, absence of civil responsibility,
unfortunately became characteristic features of Russian
administrative system. The proposed work is devoted to analysis of
administrative machine activity in EU countries. Many of these
countries started fundamental reforms of its state machinery, and
this experience could be useful in the process of administrative
reforms in Russia. |
