Annotation

Last decade experience of administrative reforms in Russia evi­dently exposed all weak points of Russian bureaucracy. Excessive administrative centralization, high level of corruption, absence of civil responsibility, unfortunately became characteristic features of Russian administrative system. The proposed work is devoted to analysis of administrative machine activity in EU countries. Many of these countries started fundamental reforms of its state machin­ery, and this experience could be useful in the process of adminis­trative reforms in Russia.
