Annotation

Experience of Germany in support of national innovation development is analysed in the brochure. The related basic achievements are considered and reserves of formation in the country of new economy are revealed. Conceptual approaches, practice of formation and realization of an innovation policy are investigated. Evolution and modern directions of a R&D and education policy are tracked and the newest institutional and organizational forms, tools and mechanisms of its realization are discovered. The special attention is given to development of public-private partnership, stimulation of risk financing, technology commercialisation, as well as to monitoring, foresights-studies and to fiscal and legal maintenance of innovative updating of the German economy. The critical estimation of the German and Russian experience in the given area has allowed to draw the conclusions focused on support of formation of adequate domestic model of innovation development.
