ANNOTATION

The research is devoted to the maintenance of security in a new rapidly changing world.

Though in the 20th century the problems of security were in the focus of attention of politics and public opinion, nowadays there is a great need for the new approach to the problem.

The research deals with the new challenges to security, the new blueprint and new means of its maintenance.

The security which now acquires a strategic character is the necessary condition for the safe existence of a new emerging global society. It is necessary for the maintenance of security to apply comprehensive, multifaceted approach, supremacy of the law and the responsible democratic governance.

As it is stressed in the research, the agreement on the question what is to be done and how, needs the practical tangible deeds at all levels of international interaction.
