This text contains the comparative analyses of the
three groups of countries in the modern Europe: EC-15, Central and
East Europe (CEE) and post soviet Europe. Author concludes on
serious under developing of the last from the first two groups of
countries in the end of his work the author writes on the
perspectives of Russia's development on the base of his study.
